Docs
Create and edit documents, spreadsheets, presentations and drawings, or upload files you already have. Several people can work on the same document at once and see each other's changes as they happen.

Binders
A binder is a named set of documents kept in a deliberate order — a closing package, an onboarding pack, everything a particular customer signed. It's the difference between a folder and a bound volume: the order is part of the point.
Docs is not the same as Documents
Docs is this: files you create and edit. Documents (in settings) is about how uploaded files are categorized — types, folders and stacking orders. They're neighbours in the menu and cause a fair amount of confusion.
